This object is implemented only for a VCL which
terminates a VCC (i.e.,
one which is NOT cross-connected to other VCLs).
Its value specifies the desired administrative
state of the VCL. The up and down states indicate
that the traffic flow is enabled and disabled
respectively for this VCL.
