The offset used to assign Vendor Specific attribute IDs to
the standard attribute number space. Setting this value to
0, forces the encoding of Vendor Specific attributes within
the Vendor's number space, using the standard
'Vendor-Specific' attribute. Setting this to a non-zero
value uses standard attribute encoding, with the Vendor
Specific Base for the attributes beginning with this offset.
