An indication of whether this traffic class has used its
allocated bandwidth (as indicated by xtmClassPercent), has not
used its allocated bandwidth or has used more than its
allocated bandwidth and is therefore 'atLimit(1)',
'underLimit(2)', or 'overLimit(3)' respectively.
