The maximum number of outstanding fragmented packets allowed at
any one time.
When this value is decreased, no new fragments will be allowed
to be 'outstanding' until the current number of fragments outstanding
drops below this value. In other words, if there are 175 outstanding
fragments and this value is set to 100 no new fragments will be
outstanding until 76 entries are aged out.
