Specifies the default mapping from Congestion Loss
Priority (CLP) bit on the ATM side to Discard
Eligibility (DE) bit on the Frame Relay side. This
is used when receiving a soft PVC Setup using the
standard encoding of the called Soft PVC IE.
Otherwise a proprietary encoding provides this
information.
