The fraction of packets to be dropped when
the average queue depth is at
cewredConfigRedMaxThreshold. The mark
probability denominator maps to this object.
For example if this value is 500, then one
out of every 500 packets is to be dropped when
the average queue length is at the maximum
threshold.
