When cItpXuaAsTrafMode specifies 'loadRndRobind',
this object specifies the weight which is used in
Weighted Round Robin algorithm. The default is 1.
When the weight is 0, this particular ASP is
selected only when there are no other active ASPs
with a non-zero weight.
