An entry in cgdClauseTable. Each entry contains information
on answer group, balance method and also the number of hits
on the clause.
Entries can be added/deleted by administrator action.
The following objects are mandatory for a row creation:
cgdClauseAnsGrpName
cgdClauseBalanceMethod
