This object is used to add and remove entries from the
table. Note that some agents will only allow one IP address
per interface and therefore may automatically create an entry
in this table for every IP interface in the system. In this
case this object may be implemented in a minimal way (always
return a 'wrongValue' error on any SET request and always
return the value 'active(1)' when retrieved).
